【摘要】:Thisclassificationidentifiesandhierarchicallyarrangestheworkelements,activities,andtasksrequiredforenvironmentalprojects.Thisclassificationincreasesthelevelofcommunicationandallowsformoreeffectiveexchangeofcostandperformancedatabetweenenvironmentalprojects.Thisclassificationdefinesenvironmentalworkelementsasmajorcomponentsofenvironmentalprojects.Itisthecommonthreadlinkingactivitiesandparticipantsinanenvironmentalprojectfrominitialplanningthroughoperationsandmaintenance,Dx0026;D,andSLTM.TheusersofECESincludeprogramandprojectmanagers,costestimators,andcostanalystsinboththepublicandprivatesector.Thisclassificationusesanincreasedlevelofstandardization,uniformity,andconsistencythatprovidesacommonbasisforcomparing,analyzing,andcalibratingcostdata.Thisclassificationcanalsobeusedasachecklistofprojectactivitiestobecompleted.Usethisclassificationwhen:Developingacompany-specificCodeofAccounts(COAs)forcapturingandreportingcostearlyintheprojectdevelopmentformoreeffectiveprojectcontrolsandmanagement.COAisalogicalbreakdownofaprojectintocontrollableelementsforthepurposeofcostcollection,control,andreporting.COAisorganizedatlowerdetailedlevelsthatsummarizetohigherlevelsandiscompanyorsite,orboth,andproject-specific.Developingaworkbreakdownstructure(WBS)earlyintheprojectdevelopmentforpropermanagementoftheproject.TheWBSprovidesaframeworkformanagingthecost,schedule,andperformanceobjectivesofaproject.Thisframeworkallowstheprojecttobeseparatedintologicalcomponentsandmakestherelationshipofthecomponentsclear.TheWBSdefinestheprojectintermsofhierarchicallyrelatedactionandproduct-orientedelements.Eachelementprovideslogicalsummarypointsforassessingtechnicalaccomplishmentsandformeasuringcostandscheduleperformance.Supportingprogramsandprojectfunctions.UseECESforbidsolicitation,collection,andevaluation;communicatingprojectdatabetweeninstallationsoragenciesandindustry;costandscheduleestimating;historicalcostandscheduledatacollection;historicalprojectdatacollectionfortechnologydeploymentsandprojectconditions;validatingandcalibratingcostestimatesandsoftwaretools;andestablishinganddisseminatingbestpracticesandlessonslearned.Thehierarchicalnatureoftheclassificationallowsforcollectingdatausingmoredetailedlowerlevelelementsorforsummarizingdataathigherlevels.ECES,asdescribedinthisclassification,isbeingincludedintheRemedialActionCostEstimatingRequirement(RACER)systemandtheEnvironmentalCostAnalysisSystem(ECAS).RACERisusedforestimatingcostandECASisusedtocollect,maintain,andanalyzethecostofcompletedprojects.FederalagenciesperformingenvironmentalworkintendtoincorporatetheECES.FIG.1Level1Life-CyclePhases1.1Thisstandardestablishesaclassificationofthecomprehensivehierarchicallistofelementsforlife-cycleenvironmentalwork.TheclassificationisbasedontheInteragencyEnvironmentalCostElementStructure(ECES).Elements,asdefinedhere,aremajorcomponentscommontoenvironmentalprojects.Theelementsrepresentthelife-cycleactivitiesforenvironmentalprojectsregardlessoftheprojectdesignspecification,constructionmethod,technologytype,ormaterialsused.Theclassificationservesasaconsistentreferenceforcostestimating,analysis,andmonitoringduringthevariousphasesoftheprojectlifecycle.UsingECESensuresconsistency,overtimeandfromprojecttoproject,inthecost......
