【摘要】:Assigningavaluetoanypropertyofthematerialinacontainerorinalot,consignment,ordeliveryinvolvesameasurementprocessthatincludesbothsamplingandtestingprocedures.Thecorrectnessofthevalueassigneddependsuponthevariabilityduetotesting.Evenwhenthevariabilityduetotestingisminimizedbycarefullydevelopedprocedures,correctandconsistentestimatesofthetruevalueofthepropertyarepossibleonlywhenthesamplingprocedureavoidssystematicbias,minimizesvariationsduetosampling,andprovidesalaboratorysampleofadequatesize.Thispracticemaynotgivethemostefficientsamplingplanthatmightbedevisedinspecialsituationsbutitdoespresentageneralprocedurethatgivessatisfactoryprecisionwithaneconomicalamountofsamplingandonewhichdoesnotrequireelaboratestatisticalcomputationbasedonpreviousknowledgeoftheamountofvariationbetweenlotsamples,betweenlaboratorysamples,andbetweentestspecimens.Thesmallestnumberofspecimensrequiredforagivenvariabilityintheaverageresultwillusuallybeobtainedby(1)minimizingthenumberofshippingunitsinthelotsample,(2)takingoneoftheshippingunitsinthelaboratorysample,and(3)takingtheprescribedspecimen(s)fromtheselectedlaboratorysampleshippingunit.(See7.3and7.4.)Tominimizethecostofsamplingalotofmaterial,itisnecessarytoagreeontherequiredvarianceforthereportedaverageforalotofmaterial:5.4.1Estimatethevarianceduetolotsamples,thevarianceduetolaboratorysamples,andthevarianceduetotestspecimens.5.4.2Calculatethetotalvariancefortheaveragetestresultsforseveralcombinationsofthenumberoflotsamples,thenumberoflaboratorysamplesperlotsample,andthenumberoftestspecimensperlaboratorysample.5.4.3Calculatethecostofperformingeachofthesamplingschemesconsideredin5.4.2.5.4.4Selectthesamplingschemethat(1)hastherequiredprecision,and(2)ismosteconomicaltoperform.1.1Thispracticecoversaprocedureforthedivisionofshipmentsofmanufacturedstaplefiber,sliver(ortop)ortowintolotsandthesamplingofsuchlotsfortesting.Note1Forsamplingyarns,refertoPracticeD2258.Note2ThispracticediffersfromBISFArulesforstaplefibersinthelotsampling,bytheeliminationofseparatesamplingofouterversusinnercontainerareas,inthereductionofnumberofstratafrom6to5,andbytheeliminationofcompositingtoobtainasinglelaboratorysampleforthelotwhentestingpropertieswhichdonotdependonas-receivedmoisturecontent.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
